Solar, battery storage, and wind energy account for 95% of all active capacity in the queues. The unprecedented volume of requests in queues points to significant shifts in the generation mix of the US power system but is also evidence of a significant structural and regulatory bottleneck for plants seeking grid connection.
The situation is further complicated by electrochemical-energy storage stations that operate at different voltage levels, hindering the suppression of fluctuations caused by inherently variable energy sources, such as wind and sunlight. Expansion of the capacity to generate energy must align with the capacity to store it.
The expansion is driven mainly by local governments and lacks coordination with new energy stations and the power grid. In some regions, a considerable storage oversupply could lead to conflicts in power-dispatch strategies across timescales and jurisdictions, increasing the risk of system instability and large-scale blackouts.
Bulk-power grid connection is an emerging bottleneck to the entry of wind, solar, and storage but has been understudied due to a lack of data. We create and analyze two novel interconnection datasets with more than 38,000 project-level observations that provide new information documenting interconnection challenges in the United States.
